The both are greetings, sometimes we use them in the end of a letter. I think the difference is not so important but best wishes can use for friends and best regards for a superior.

Sandra gave the good explanation. Just let me give you details.
"wishes" is the colloquial form of "regards", they both mean : mes amitiés.
For examples:
- with regards : bien amicalement ( to a superior : boss, teacher … )
- best wishes : bien amicalement ( for friends or relatives )
same for :
- give him my regards : transmettez-lui mes amitiés.
- give him my best wishes : fais lui toutes mes amitiés.

Sens premier de 'best wishes' = meilleurs voeux; ce n'est pas cette traduction qu'on lui donnera ici, mais ça peut être utile à savoir.
