Is US a model?

The Welfare State started with the new deal of Roosevelt, and with the MEDICARE and MEDICAIDE instaured by Johnson, to reduce social inequality and povrety.
Two main aspects can be developped. First, why the american welfare state was a dream, and then for who it's a dream.
Nowadays, the ideal of welfare state is far from the US reality. In fact, the government doesn't take really rents, health into account: 45 millions of americans have no health security, and more and more firms decide to stop giving to their salaries a health assistance and pensions because of the too heavy prices. Moreover, assistance for poor people isn't a right but a favour that has to be earned. A personn can have this help only 5 years in life, and must accept an insertion activity. Because of bad jobs, the number of working poors is increasing.
It's a dream for american people who live just above the povrety threshold, because they don't benefit by the MERDICAID, and they and other poor people don't earn enough to get a private pension assistance. Moreover, ethnic minorities don't succed to be well integrated. Furthermore, the american welfare state is a dream for people who live in poor states. When the government is unable to keep the state in peace, it's difficult for population to go to school, to get a good job and to strike it rich.
Clinton's policy has replaced the welfare state with the workfare state, by cutting social assistance for example. The welfare state is a dream for poor people and the increasing middle class, but it's just a nightmare for rich american!Finally, europeans (exept british) is the welfare state a almost reallity.
