it's a probably a basic point but I'm wondering about it for a while.
in the same way, what about the translation of "ministere de l'education"
... ministry of education or education ministry.
more globally, what is the rule to translate "de"
for example is it correct to use :
- communication layer instead of layer for communication
- ...
I know that my question is confused ... but any help is welcomed.

Actually, either one is correct. You can use either Department of Technology or Technology Department. Generally, the specific one you are talking about will have a preference for one or the other.

"ministry of education " is correct but " education ministry" is correct too. It's just a matter of preference. It's the same for " layer communication"

I was wondering the same question for a while too... I guess it genarally depends on the sentence.. for example :
I would say (I don't know if its correct):
- ministry of education
- the education ministry of France ...
???
