1) This article from the International Herald Tribune is about the election for president of November 2, 2004, which Americans people had to choose between the candidate Republican, George W. Bush, and the candidate Democrat, John Kerry.
This article appeared one week after the election, who the winner was the Republican George W. Bush.
It deals with this spectacular election and especially with the problem of Electoral College system.
This article did not sign which probably it is an editorial that represents the viewpoint of the newspaper. In fact, Bush’s victory seems to upset the author, who seems to be in favour of the Democrat Party.
2) The Electoral College denotes the whole of electors (representatives of the Americans people) put in charge of electing the president. They meet in the capital of their respective state on Mondays, which follows the second Wednesday of December, and vote separately for the president where each Political Party appoints their lists of electors.
This College is constituted of 538 electors elected in universal suffrage in each State.(There are among the 538 electors 100 elected on the senate, 435 on the chamber of representatives, 3 for the federal district of Columbia).
This system may be unfair when it says that the ticket that obtains the great number of suffrages receive the totality of the electors. In clear, the candidate who will have the most states will be the president.
While as one can see, some states are less inhabited than other are.
The United States seems to be divided into two areas, the areas densely populated (California, New York) and the areas sparsely populated (Kansas, Iowa).
The author talks about an unfairness because the election of George w. bush was determined by rural areas votes that means the election was determined by a minority of the population of a large country while usually the election of president must be the choice of the majority of the population. « It’s very important to have a president who is the popular choice. » l.12-13
The other unfairness of the Electoral College system is about the lack of attention of American politicians toward rural areas.
Effectively, even the president acknowledged that « if the election was determined by the population vote nationwide, rural areas would never get any attention » (l.23-24).
The author calls into question the Electoral College system. The system deprives as in this case a segment of the population of power. In fact, the majority of the population has been deprived of power when Bush won because of not the popular vote nationwide but because of the rural areas votes.

One question: why do you say that rural areas receive less attention? In fact the representation of rural states is greater in the Electoral College than it would be in a strict popular vote.
By the way, you may not know this, but the Legislature of each state may choose its members of the Electoral College however it wishes; it just so happens that every state has chosen to allow the people to choose those members in the general election.
