Alaska is one of the first countries with ADS-B ground stations in use. The Federal Aviation Administration had decided to launch an ADS-B program because radars in Alaska can’t detect aircraft targets flying at low altitude

The English is fine, but Alaska is not a country. It is a state within the United States.

1. Alaska is not a country, but a state within the USA
2. had decided.....can't = these 2 tenses don't work together.
Depending on the context of the entire document, try either has decided.... or simply: decided
