Yes, I think you got the idea,
but, as far as I know, on peut pas s'empêcher de le croire is used for bad news or bad reputation, [après une dénégation: il prétend que ce n'est pas lui... mais on n'est pas dupes]
I would say something like:
"Il est difficile de ne pas le croire quand" [standard conversational when you support the guy]
"On ne peut pas ne pas le croire" [stronger: He's trustable or I've got some kind of garantees]
"On aurait tendance à le croire quand il dit..." [il est persuasif, mais un petit doute subsiste]

I get a different sense from this statement. I agree that the statement implies a choice as to whether to believe him, but he is so persuasive, you have no choice as to whether to believe him.
"You can't help but..." means, essentially, "You have no control..."
The police have informed you that your brother has been killed. You don't believe it, but they show you the photos and ... you can't help but believe it.
You may not WANT to believe it, but you've seen the photos and you've been persuaded.

I think that it is like : "On ne peut que le croire quand il nous informe que..."
I'm not in an University, but my knowledge of French and English are pretty good...
