What clauses

Hello,
I'm confused about these phrases :
for example
I saw somebody and I don't know him and I must say:
I don't know who he is
in this phrase why can't we say:I don't know who is he?
I mean why "he" and "is" are inverse?
why it is "who he is" and not "who is he"?

I don't know who is he that's the rule for 'reported speech'
question: "Who is he?"
reported speech: I don't know who he is

That is what we call reported speech.
Direct question: What time is it?
Indirect question: Can you tell me what time it is?
Or:
Direct:Who is she?
Indirect:Do you know who she is?
