Grammaire/ erreur phrase

Bonjour à tous,
J'ai de nouveau besoin de votre aide par rapport à la grammaire anglaise.
En répondant au test anglais d'un ancien examen passerelle, j'ai échoué à ces questions.
C'est une seule et même phrase décomposée (le but de l'exercice étant de trouver où est la faute).
22. Binge drinking is rising over the last decade / a
despite the efforts of the UK government / b
to curb it. No amount of effort / c
should now be spared to eliminate this bad behaviour./ d
Le corrigé indique que la faute est en A
28. If we had not had the financial crisis in 2007 / a
governments would not have regulate the banks / b
and traders would have continued / c
to expose banks and their clients to bankruptcy./ d
Le corrigé indique que la faute est en B
Je me suis dit qu'il devait y avoir un problème au niveau de la concordance des temps entre A et B.
Ou alors peut-être est-ce "the banks" ?
31. Jack Welch, CEO of General Electric, / a
has been an outstanding leader in the 1990’s. / b
He was a management guru / c
and a great believer in quality./ d
Le corrigé indique que la faute est en B
33. It exists many reasons to explain / a
the political success of Barack Obama. / b
However, many faithful supporters / c
still believe the Nobel Peace Prize was premature./ d
Le corrigé indique que la faute est en A
34. There are many important political decisions / a
to be been taken today and in the close future. / b
These concern not only war and terrorism / c
but global warming and world famine./ d
Le corrigé indique que la faute est en D (Avec le recul, je me dis qu'il manque peut-être "also", ou "as well" dans la D.)
J'avais répondu B à cause de "To be been taken" ? What the hell is that ? ^^

22. Binge drinking began to rise in the past, and has continued to rise over 10 years, so I wouldn't use is rising. As for raise/rise, Americans are sometimes confused about transitive and intransitive verbs...things rise by themselves, but things are raised by something else.
34. Taken is not the correct verb to use with decisions. I would also say near future, not close future. Lucile's suggestion is good, (as well at the end). Sherry

Hello22. Can't use "is rising" when talking about the span "over the last decade". I would use Present Perfect Continuous.
34. The error is to be been taken
I don't personally find any fault with "world famine".

Hello! Now I'll put in my "two cents worth" for two of the suggestions (although with inflation, maybe my thoughts are worth more?

I would change the verb: Binge drinking has risen...
There are many important political decisions / a
to be been taken today and in the close future. / b

I would add "also" -- These concern not only war and terrorism, but also global warming and world famine.
I'm not sure if "close future" is used in British English, but here (USA), we would say "near future."
