Hello,
He is speaking (correct)
He is talking (more colloquial)
He is chatting (more annoying)
to say is to pronounce a word or something:
"Goodbye" he said.
He says that he is innocent.
to tell is to say something to somebody.
Tell me your secret.
He told me his secret.
He told me (ordered me, asked me) to open the door.
He told me that he would be absent = he said to me that he would be absent.
