In the debate in the Council ministers expressed the dismay of the deteriorating situation and condemned in the strongest terms all XXXX this violence, a XXXX that never should be with the families of the victims. It's absolutely clear that this violence is completely unacceptable and should stop immediately and any further escalation should be avoided. Those who are responsible for human rights violations should be brought to justice. We call on all sides to engage in an inclusive meeting for dialogue to de-escalate the situation and to find a political solution. We have, as you know, in the visits that I've made talked about the importance of this dialogue. But the prime responsibility to get this moving lies with the president. We know the elements for our lasting solution :the formation of a new inclusive government constitutional reform and the creation of conditions for democratic elections. We remain ready to support Ukraine in this process of political dialogue. Our offer, a political association and economic integration remains on the table as well as our commitment to enhance people to people contents. But in the light of the deteriorating situation we decided with much of urgency we need to look at targetive sanctions we've agreed to suspend XXXXX equipment the relevant working body of the council to make the necessary operations immediately
