Pouvez-vous me diresvp s'il vous plaît, laquelle de ces 2 phrases est juste?
"He is all the more careless than he never fastens his seat belt when he drives".
"He is all the more careless as he never fastens his seat belt when he drives".

It depends on the context, but here in your examples I'd write:
He is all the more careless that/because/as he never fastens his seat belt when he drives.

donc "Than" ne serait pas correct ? pourtant c'était ma première idée.
Par contre "Because" me semble un peu bizarre (sans doute que c'est bizarre uniquement en Français)
Pour reformuler la phrase en utilisant la formule "d'autant moins", quelle est la meilleure traduction ?

The word than is used in English to make comparisons.
I am shorter than him.
This dog is faster than that dog.
Let's talk, rather than fight.
This link actually has some nice examples of its usage in other contexts. The key to remember though, is that there is always a comparison of some sort.

Words like as, that, because and which are used in English (in this context) to connect clauses. They provide the bridge that is needed to connect the idea that he is careless with the idea that he nevers fastens his seat belt. Note - the word which does not fit in your sentence.

"all the more" means "even more than before".

In light of that, I'd construct the sentence thus:
He is all the more careless now that he never fastens his seat belt when he drives".
In other words: He is even more careless now that he never fastens his seat belt when he drives.
