's is a short form of is or has or a genitive, so where is the verb in this sentence?

I think the verb is missing.
John's approval rating is (reaching) a record low.
Rating being used as a noun, the meaning seems to be :
The level of approval that John is getting these days is at its lowest.

I think it has been the first sentence. We can omit that and be together. And ('s) is genitive form.

I also completely agree with gerondif 's teaching . . A verb is necessary ( to reach , go, come , swoop : you can change your way of saying ..) and ' Be + -ing ' = continuous present totally accurate as you are stating a result which can still evolve in one way or the other .
Attention , please ! John's ( genitive not to forget ) and low ( not law which is a big vocabulary mistake ) .
